Overview: Jammu and Kashmir (J&K) is the northern-most state of India and shares its borders with Himachal Pradesh and Punjab, and the neighboring countries of Pakistan, China and Afghanistan. The state consists of three regions – Jammu, the Kashmir valley and Ladakh. The natural beauty and picturesque locations have made it a favored destination for tourists across the world. Jammu is famous for its temples, while the Kashmir Valley is known for its lakes and gardens. J&K expects to witness 22.7 million tourist arrivals in FY 2020 compared to 9.5 million arrivals in FY 2014. J&K has agro-climatic conditions best suited for horticulture and floriculture. Horticulture is the mainstay of the rural economy, providing employment to large number of local inhabitants. A vast natural resource base has enabled J&K to develop land for cultivating major fruits. The state accounts for 66 per cent of apples and 92 per cent of walnuts produced in India. At current prices, the gross state domestic product (GSDP) of Jammu & Kashmir was US$ 14.46 billion in 2014-15 and has expanded at a compound annual growth rate (CAGR) of 9.03 per cent from 2004-05 to 2014-15.
The state government has an industrial policy that offers attractive incentives along with a single-window clearance mechanism. Land is allotted at concessional rates in industrial areas on lease for 90 years. The cost of setting up operations is comparatively lower than other states. The Skill Development Policy 2012-17 and the Sher-e-Kashmir Employment & Welfare Programme for the Youth 2009 are the policies undertaken by the government to develop the skills of the indigenous people of the state and offers better employment opportunities.
Economic Aspects of Jammu and Kashmir:
Jammu and Kashmir’s economy is predominantly dependent on agriculture and allied activities. The Kashmir valley is known for its sericulture and cold-water fisheries. Wood from Kashmir is used to make high-quality cricket bats, popularly known as Kashmir Willow. Kashmiri saffron is very famous and brings the state a handsome amount of foreign exchange. Agricultural exports from Jammu and Kashmir include apples, barley, cherries, corn, millet, oranges, rice, peaches, pears, saffron, sorghum, vegetables, and wheat, while manufactured exports include handicrafts, rugs, and shawls.
Horticulture plays a vital role in the economic development of the state. With an annual turnover of over ₹3 billion (US$45 million), apart from foreign exchange of over ₹800 million (US$12 million), this sector is the next biggest source of income in the state’s economy. The region of Kashmir is known for its horticulture industry and is the wealthiest region in the state. Horticultural produce from the state includes apples, apricots, cherries, pears, plums, almonds and walnuts. The Doda district has deposits of high-grade sapphire. Though small, the manufacturing and services sector is growing rapidly, especially in the Jammu division. In recent years, several consumer goods companies have opened manufacturing units in the region. The Associated Chambers of Commerce and Industry of India (ASSOCHAM) has identified several industrial sectors which can attract investment in the state, and accordingly, it is working with the union and the state government to set up industrial parks and special economic zones. In the fiscal year 2005–06, exports from the state amounted to ₹11.5 billion (US$170 million). However, industrial development in the state faces several major constraints including extreme mountainous landscape and power shortage. The Jammu & Kashmir Bank, which is listed as a S&P CNX 500 conglomerate, is based in the state. It reported a net profit of ₹598 million (US$9.0 million) in 2008. The Government of India has been keen to economically integrate Jammu and Kashmir with the rest of India. The state is one of the largest recipients of grants from New Delhi, totaling US$812 million per year. It has a mere 4% incidence of poverty, one of the lowest in the country. In an attempt to improve the infrastructure in the state, Indian Railways is constructing the ambitious Kashmir Railway project at a cost of more than US$2.5 billion. Trains run on the 130 km Baramula-Banihal section. The 17.5 km Qazigund-Banihal section through the 11 km long Pir Panjal Railway Tunnel was commissioned. Udhampur-Katra section of the track was commissioned early in July 2014. The Katra-Banihal section is under construction. The route crosses major earthquake zones, and is subjected to extreme temperatures of cold and heat, as well as inhospitable terrain, making it an extremely challenging engineering project. It is expected to increase tourism and travel to Kashmir. Three other railway lines, the Bilaspur–Mandi–Leh railway, Srinagar-Kargil-Leh railway and the Jammu-Poonch railway have been proposed. Every year, thousands of Hindu pilgrims visit holy shrines of Vaishno Devi and Amarnath, which has had significant impact on the state’s economy. It was estimated in 2007 that the Vaishno Devi yatra contributed ₹4.75 billion (US$72 million) to the local economy annually a few years ago. The contribution would be much more now as the numbers of visitors have increased considerably.
Major Industries-Jammu
Minerals: Minerals commercially exploitable in the state include coal, gypsum, bauxite, lignite, graphic, magnetic and lime stone with estimated deposits as coal – 33 million, bauxite – 8 million, gypsum – 1 million, graphite – 16 million, limestone around 200 million. A number of mineral based projects have been identified for private investment.
Gems and Jewellery: In view of a rich tradition of handicrafts, gems and jewellery industry is particularly suited for J&K. There is also availability of the required skill. Development of gem and jewellery industry also provides effective utilisation of time in the idle hours of winter.
Handicrafts: Handicraft is the traditional industry of the state and has been of crucial importance given its large employment potential and the demand of handicrafts both within and outside the country. Some of the items of production include paper-mache, woodcarving, carpets, shawl making, embroidery etc. The handicrafts industry; especially the carpet industry, has been a source of substantial foreign exchange. A pashmina dehairing project assisted by the United Nations Development Programme (UNDP) will come up in the Leh industrial estate of the state.
Floriculture: Jammu & Kashmir state has suitable agro-climatic conditions for a variety of flowers. The floriculture industry in the state offers a good source of supply to the domestic and international market. There is potential for this activity to be propagated on a commercial basis.
Horticulture: Nature has endowed Kashmir with innumerable gifts, its towering snow clad mountains, bubbling streams, transparent and sparkling lakes, flower meadows, colourful orchards and rare fauna have always attracted numerous tourists from all corners of the world. The age-old traditional fruit cultivation has profusely coloured the serenity and tranquility of Kashmir’s landscape. Kashmir, the land of fauna, flora and fruits possesses a rich history of fruit cultivation. Years before the time of warrior King ‘Lalita Ditya’ and though the golden periods of benevolent kings like ‘Awantiwaraman’ and Sultan Zain-ul-Abdin ‘Badshah’, Kashmir has remained the symbol of fruits and flowers. The horticulture industry in Kashmir has become the bulwark of rural economy in the state. This industry provides job facilities to the thousands of people directly and indirectly.
Sericulture: Sericulture is one of the oldest industries in the state. The state houses two large silk factories – in Srinagar and Jammu. The Srinagar factory manufactures about 300,000 meters of various types of silk fabrics, georgette, parachute and suiting. The government woollen mill at Srinagar is another established manufacturing unit.The state lays major thrust on production of quality cocoons at remunerative prices to the farmers.
Electronic Industry: With India emerging as one of the world leaders in information technology, J&K state has made strong headways in this sector by declaring it as thrust area and has emulated other progressive steps for the growth of this sector. The highly conductive climate, existing electronic complexes provide a base to start new ventures. The state government has established an Electronic Industrial Estate/Complex at Rangreth (Srinagar) and is in the process of setting up a Software Technology Park where necessary facilities for connectivity and fast transmission of data are being created to attract leading national and international software companies.
Tourism: Jammu and Kashmir is a bejeweled crown of India. Occupying the northern region of the country, the state abounds in scenic beauty. Jammu and Kashmir, which is divided into three regions, viz. Jammu, Kashmir and Ladakh provides varieties of cultural, religious spots, adventure and sight seeing activities. Tourism has emerged as an important and one of the major contributors to the state’s economy. There are various places of tourist attraction in the state which are being visited by both foreign and domestic tourists. There lies vast potential to exploit the tourism sector in the state. Government of Jammu and Kashmir has declared tourism as an industry and a number of concessions and incentives have been extended.

Economic Infrastructure:
Roads: The total road length maintained by PWD in the state has reached to 15,012 km. As many as 84 road projects are under execution. Jammu and Kashmir is very well connected with the rest of the country through National Highway up to Leh through Kargil (Ladakh).
Rail: The state is well -connected with the country’s railway network. The rail connectivity has been already extended up to Udhampur District. Work on connectivity to Srinagar and Baramullah is going on. Udhampur -Katra and Quazigund- Baramullah Rail link project has been taken up as national project which is likely to be completed by 2007.
Airways: Srinagar, Jammu and Leh are major airports connecting Jammu and Kashmir with the rest of the country. The Srinagar airport has been upgraded to international level.
Telecommunications: Modern telecommunication facilities of ISD, STD, Telex, Fax are widely available across the state. All districts in the state are connected through computer network. The state also has access to internet facilities provided by the Department of Telecommunications.

In a record, 3,100 Jammu and Kashmir youth offered jobs in a year: Over 3,100 youths in Jammu & Kashmir were offered jobs by corporates in the last one year, the highest since the Udaan jobs scheme of the Centre took off in 2013, but 57% of these candidates have preferred the Information Technology (IT) sector which offers an average monthly salary of only Rs 15000, a factor that is still ailing the scheme. The upswing will nonetheless be cited as an achievement by the Home Ministry on the NDA’s first anniversary given the quantum jump in the number of selections, trainings and jobs offered under the NDA tenure, specifically post the September 2014 floods in the state when the Centre changed its strategy and opted for 13 mega recruitment drives in remote locations of J&K. Compared to just 942 jobs offered in J&K till March last year since its inception in 2013, 3133 jobs were offered in the last year and corporates reached out to 17,000 youth for training through 327 selection drives in this period. 74 leading corporates like Accenture, HCL, TCS, Bajaj Allianz and Wipro have committed to train 94,300 J&K youth with 61,000 registering with Udaan, a big jump in the last year as 54 companies had committed to train 68,738 J&K youth till last March.

MSME’s To Get Register Online In Jammu & Kashmir: In a bid to make registration of micro, small and medium enterprises (MSMEs) hassle-free and quicker, the Minister of Industries and Commerce Chander Prakash Ganga launched online registration facility for such units. The facility will come as a big relief to small and medium entrepreneurs, who will now be spared the trouble of multiple visits to the District Industries Centre for applying for the registration and tracking the status of their application. General Manager, DIC Jammu Vishal Sharma said the purpose of the online facility is to make the registration procedure industry-friendly, transparent and also faster. The entrepreneurs will not have to visit the DIC for any formalities, they will be able to track the application status, get acknowledgement for Entrepreneurs Memorandum and also receive the registration certificate online.

Rs. One crore Technology Centre to come under MSME initiative: A Technology Centre project costing rupees one crore, would be established at Ghatti in Kathua with its extension counter coming up at Sanatnagar in Srinagar, besides incubation centers at all the district as a new initiatives of MSME in the State. Emphasizing for effective implementation of Credit Guarantee Scheme in the State, Union Secretary said that this will facilitate entrepreneurs to take loan without collateral security. He said EM1 and EM2 software packages will shortly be introduced in the State while it has already been implemented in nine states of the country. He said this will improve in efficiency of registration of new units working in unorganized sector.

Mudra loan camp held at Bandipora, Pulwama: A mega camp regarding Prime Minister’s Mudra Yojna (PMMY) was held at Lead Bank office Bagh Bandipora on Thursday during which loan sanction letters were distributed among 150 eligible borrowers of the district. The camp was attended by MLA Bandipora, Usman Majeed, District Development Commissioner Bandipora, Lead Bank Manager Bandipora, Director RSETI, cluster head J&K Bank besides officers and representatives from government departments and NABARD and the beneficiaries. Meanwhile a similar camp on Mudra loan scheme was organised at Rural Self Employment Institute Pulwama by J&K lead bank. The zonal head J&K bank informed the participants about PMMY scheme in detail. He said that Mudra scheme provides an opportunity to unemployed youth to set up their own units. Under Shishu and Kishore schemes, those willing to set up their own business units can avail Rs. 50,000 to Rs. 5 lakh loan easily.
